(Research Libraries Group)Fondé en 1980 en Californie, avec une antenne à New York, le Research Libraries Group (RLG, d’abord appelé Research Library Group) est une association regroupant des centaines d’organismes souhaitant améliorer l’accès à l’information dans les domaines de l’enseignement et de la recherche (dépôts d’archives, bibliothèques de musées, bibliothèques universitaires, bibliothèques publiques, bibliothèques de droit, bibliothèques techniques, bibliothèques d’entreprise, bibliothèques d’art, etc.). La principale réalisation du RLG est le RLG Union Catalog, débuté lui aussi en 1980. Au printemps 2004 (avec une version bêta disponible en automne 2003), une version web de ce catalogue est disponible en accès libre sous le nom de RedLightGreen. Après trois ans d’activité, le site est fermé en novembre 2006, et les usagers sont invités à utiliser WorldCat, le catalogue en ligne d’OCLC (Online Computer Library Center), dont la version web (version bêta) est lancée en août 2006. Appelée aussi bibliothèque électronique ou bibliothèque virtuelle, une bibliothèque numérique est une entité utilisant les technologies numériques pour acquérir, stocker, préserver et diffuser des documents. Ces documents sont soit publiés directement sous forme numérique, soit numérisés à partir d’un document imprimé, audiovisuel ou autre. Une collection numérique devient une bibliothèque numérique lorsqu’elle répond aux quatre conditions suivantes: (a) elle peut être créée et produite dans un certain nombre d’endroits différents, mais elle doit être accessible en tant qu’entité unique; (b) elle doit être organisée et indexée pour un accès aussi facile que possible; (c) elle doit être stockée et gérée de manière à avoir une existence assez longue après sa création; (d) elle doit trouver un équilibre entre le respect du droit d’auteur et la diffusion libre du savoir.Voir aussi: droit d’auteur, numérisation. -

( BnH)La Bibliothèque numérique pour le Handicap (BnH) est lancée en janvier 2006, comme projet d’étude et de recherche, à l’initiative de la ville de Boulogne-Billancourt (région parisienne) et sous l’égide d’Alain Patez, bibliothécaire numérique chargé de mission pour la BnH. "Projet à vocation nationale, la BnH repose sur la conviction que l’édition numérique est le moyen d’accès à l’information et à la culture le mieux adapté aux personnes en situation de handicap. L’objectif de la BnH est de permettre à toute personne confrontée à un handicap de télécharger à distance des livres numériques. Ces documents sont commercialisés dans le public, donc non libres de droit de reproduction." (Alain Patez) Les livres sont chronodégradables (durée de validité limitée dans le temps). Cette initiative, qui suscite beaucoup d’intérêt, est promise à un développement rapide. La plateforme technique est entièrement gérée par la société Numilog. 1. ( digital radio mondiale)Adoptée en mars 2004, la norme DRM (digital radio mondiale) définit le procédé de numérisation de la radio AM (amplitude modulation). Elle est censée donner à la radio AM un son de qualité FM (frequency modulation), alors que la radio AM était jusque-là souvent grésillante, et donc mise de côté au profit de la FM. La bande AM émet à moins de 30 MHz (mégahertz) en ondes longues (portant sur 200 kilomètres), en ondes moyennes (portant sur 500 kilomètres) et en ondes courtes (portant sur plusieurs milliers de kilomètres). La norme DRM est développée depuis 1998 par le DRM Consortium, un consortium industriel regroupant 70 organismes. Elle est utilisée pour les radios fixes et portables, les récepteurs de voiture, les ordinateurs et les PDA (personal digital assistants). Quant à la FM, son standard de numérisation est la DAB (digital audio broadcasting), qui date de 1995.Conçu pour contrôler l’accès aux oeuvres (textes, musique, images fixes et animées) sous droits, un système de DRM (digital rights management) permet la gestion des droits numériques, en autorisant ou non par exemple la copie ou le prêt. Pour la musique, la fonction des DRM est par exemple de vérifier que l’usager a bien acheté le morceau en question, de fixer le nombre de copies qu’il a le droit de faire et de surveiller les transferts vers d’autres appareils numériques. Pour les livres numériques, les principaux systèmes de DRM sont l’Adobe Content Server (remplacé en novembre 2004 par l’Adobe LiveCycle Policy Server), le Microsoft DAS Server, le Mobipocket DRM System et le Palm DRM System. Pour la musique et la vidéo, les formats WMA (Windows media audio) et WMV (Windows media video) par exemple sont soumis au système de DRM de Microsoft. Créé en 1980 par le RLG (Research Libraries Group), RLIN (Research Libraries Information Network, voir la notice suivante) devient en 2003 le RLG Union Catalog. Le RLG Union Catalog est l’un des deux grands catalogues collectifs mondiaux, l’autre étant WorldCat, géré par OCLC (Online Computer Library Center). En 2003, le RLG Union Catalog comprend 126 millions de notices bibliographiques (correspondant à 42 millions de documents: livres, cartes, manuscrits, films, bandes sonores, etc.) émanant de bibliothèques et centres de documentation situés dans 300 pays différents (dépôts d’archives, bibliothèques de musées, bibliothèques universitaires, bibliothèques publiques, bibliothèques de droit, bibliothèques techniques, bibliothèques d’entreprise, bibliothèques d’art, etc.). Utilisé pour le catalogage, le prêt inter-bibliothèques ou encore le contrôle des archives et des manuscrits, ce catalogue collectif regroupe les notices de tous les organismes adhérents, avec si besoin plusieurs notices pour le même document (et non pas une seule notice par document comme dans WorldCat). 370 langues différentes y sont représentées, avec translittération des notices de documents publiés dans les langues JACKPHY (japonais, arabe, chinois, coréen, persan, hébreu et yiddish) et en cyrillique. En 2004, le RLG Union Catalog comprend 130 millions de notices. Au printemps 2004, une version web de ce catalogue est disponible en accès libre sous le nom de RedLightGreen, suite à une phase pilote lancée en automne 2003. Après trois ans d’activité, le site est fermé en novembre 2006, et le RLG est intégré à OCLC.
